His feats don't say so. His feats in the water is a maybe though.
But outside the water he is thing level. Under the water he is close to Hercules level which is under Hulk level.

Hulk can be easily bfr or assaulted from a safe distance. He can never be Herald level.

You really say average Namor is in the same class as average Hulk?

I'm honestly not sure if you're underrating Hulk or overrating Namor.

He fights with Thing on nearly even ground. They are peers.
All characters have high and low showings. Hulk's high showings are nearly planetary. Thing has fought Hulk as a peer and so has Colossus. Doesn't make either in Hulk's level. In a forum Hulk would stomp the living hell out of Namor. It wouldn't be a contest. Hulk would also beat Hercules every time. And Hercules would beat Namor every time. So Hulk is at least 2 levels above Namor. But that's abc logic. By strength feats Namor is far under Hulk.
