Yes, but when Spectre was rendered comatose in the wake of his battle with Anti-Monitor, all of his energy spilled out of him and retroactively traveled back to 1945, where it was absorbed by the SoD(which was in Hitler's possession at the time):

So evidently Spectre considered the SoD /w/ his full power, to be more of a legitimate threat to creation than the GEB. You can take that one of 2 ways:
a.) The SoD /w/ all Spectre's power was outright more powerful than the GEB.

b.) "Greater threat" isn't referring to the raw power at their disposal, but rather, the threat they actually posed to creation. As I said: Hitler /w/ the SoD would have destroyed all of existence. Conversely, the GEB was relatively benign, and only sought help discerning its purpose. For example: it never killed anyone it absorbed--it spit them all out alive, even though it could have undoubtedly killed them w/o effort. It was never out to destroy creation, imo, therefore it wasn't really a 'threat' in the same sense as Hitler /w/ the SoD. /shrug

It's still an impressive testament to Spectre's power (destroying all creation and all that). Keeping in mind Spectre could have actually beaten COIE AM if he wanted to, we get a clearer picture of the Spectre's true power level.

IF he were able to use the Spectre-force to its full potential, he could have conceivably beaten both Anti-Monitor AND the GEB, according to that page from The Spectre v2 #01(yes, it's canon.) However, he was never really able to access the full extent of his power for an extended period of time, therefore his own energy wasn't enough to defeat them. That said, it's conceivable that Spectre's 'full potential' energy is what traveled back in time and was absorbed by the SoD... Which would help give credence to the creation-spanning power that Hitler /w/ SoD was repeatedly stated to possess.
Though that one page just isn't enough for me to put Spectre above the GEB without thinking twice--full potential or not... Unless the GEB simply isn't what I've always thought it is, of course(ie. God's equal and opposite.) /shrug

And even that Spectre was operating on half power as long as Jim Corrigan existed on mortal plane.
So Spectre was basically at half power until Spectre v3 ended.
