Luke at that point is likely erratic in his Force ability; he wasn't confident enough to use his lightsaber until he faced Vader, but then he does well enough to land a hit in and for Vader to say he's the most powerful Jedi he's ever faced. In RotJ he struggles against a rancor and some random scout troopers but then holds the upper hand over Vader.
