Tao should win because of speed advantage and Dondonpa. Course, he'd have to use Dondonpa at the start of the match, because Thing would have the Thunderclap as a way to disorient him and generating shock waves on the ground because he can't fly. They catch him, and it's over.

He can't fly, but he could perform leaps that put Spidey to shame.

Yes, but his inability to fly also makes being in the air give up his speed/mobility advantage. Staying as far away as possible to give him the time to charge up a strong enough Dondonpa is the surest way to win.

General Tao was as strong as Goku back then and Goku was kicking down huge buildings. I feel safe at saying the General has the strength to ko either of these opponents.
