It can be interpreted either way, I suppose.

I mean, we know the blast had destroyed 3 star systems, and showed no signs of slowing:

But beyond that, the only info we have is that the galaxy was swept clean in the wake of the blast. /shrug

Pretty sure the whole event took place in the Milky Way, but may have been Andromeda. As there at the border of the two galaxies is where the Kree and Skrull empires are, and Nova's home planet, etc.
