Surfer wasn't depowered. His PC was diminished and he couldn't control it.
He headbutted Hulk. He didn't oneshotted any of the weakened warbound.
Yes, he could kill weakened Warbound. Luckily Hulk pushed his shit in well before that.

Surfer's taken physical action in less than a nanosecond and used FTL speed in combat, so I would think he's above Quicksilver in reflexes.
Quicksilver is often listed as a trained/experienced fighter in handbooks, isn't he? I've seen some showings that suggest he has some skill.

The only remotely impressive showing I can think of for depowered Norrin is when he blitzed some guards here.
