I'm not saying the rings aren't versatile like that as well, I just always saw heralds like Surfer as more powerful.

You are basically describing Captain Atom or Firestorm. He is versatile as ****. Nobody denied that.

Is he more powerful because of it? Nope. Hal can do everything there and far more. Time travel, time stasis, blasts powerful enough to punch hole through heralds which surfer has never been able to and much more.

I'm not saying the rings aren't versatile like that as well, I just always saw heralds like Surfer as more powerful.

Er yeah no I'm not saying I want to "match feats" as you say. If he truly can produce blasts that would blast through Surfer then yes I'd say maybe he could win.
