Though if I were a betting man I would wager they had no actual valid logic behind what they were doing. They just despise Christianity and know it will piss conservatives off to see images of people burning bibles and flags.
It's why this movement is not to be taken seriously. It's about trolling. Even those who work in the government have gotten in on it(there is not a single valid reason to paint BLM in front of Trump Tower, but they did it anyways).
They didn't even wait to get permission. I bet they just assumed they'd get it, and they probably would have if someone had not requested a pro police painting.
And yes: it's hypocritical for any city to allow one but not the other, so this is 100% the right move.
Just like this is the right move:

And that is the problem: they can't be consistent.I am reminded about how the NBA can spout off about BLM, but remains silent about China.
It is not inconsistent to treat relevantly dissimilar things differently. Christians are overrepresented in American politics. For reference, 88.2% of Congresspeople are Christian, and only .6% are Muslim. That 471 Christians to only 3 Muslims. Why they hell should anyone treat Islam as equally influential and concerning as Christianity in these matters whatsoever? It is bullshit equalization.

All black lives should matter, not just ones in America. So yep, it's inconsistent.

You're forgetting lobbies.
Saudi's, for example, have very deep pockets and a lot of influence on US policies.

Then start your own international organization with that foucs. It does not change that an American organization, formed by Americans, to address an issue affecting Americans is focused on the American group with the outsized influence in America an not others.
I feel in this country people should have the right to burn books. Assuming they bought the books themselves...you have no right to burn someone else's books or books from a library.
That doesn't mean I think any actual books should be burnt. I think people should have the right to burn the American flag, but I don't think they should do it.
