Well yeah naturally, the movie went into production in the late 90's/early 2000's. She doesn't need to be interesting, just willing to wear leather outfits in every scene.
Movie goers were, at that point, still dazzled by seeing cliche special effects like "superhuman casually drops off the top of a building and lands perfectly on the ground" and slow motion stuff.

Damn, dude. You all are showing no mercy. Get on that high horse. It was more of a rip off of The Matrix in style, if anything.
You're forgetting there is a little bit of a story to the first film, too, you know.

Well, to be fair, that other ****, Varga, ruined it first. But yeah, they built that up to what could have been a great confrontation between those two, and then made a hash of it.

I think she's more of a subtle actress in the Selene role. She has some good subtle moments. And for films like this much of the time it doesn't require much more than looking serious in front of the camera and being a badass at the stunts.
