You realize characters with super speed also don't always use it? I'm pretty sure when Gladiator has decided to use his speed against Thor it has been effective. But then Gladiator also does shit like stopping to pose during a fight. He doesn't fight to his best ability because comics.
Otherwise every single person to fight someone who has super speed is a speedster.

I said I wasn't sure about Black Adam in his current form. I did provide feats of him fighting Jay Garrick and them specifically being shown to be fighting at super speed for the post crisis version.
That is the key, when characters are using their speed it's usually shown in the art and mentioned in the story.
