It's time for a new archnemesis for turtles, then.
*sigh* Most underused character ever.
They should be able to beat krang at the least. The only real advantage that he had over shredder was being physically superior and quite frankly, bebop and rocksteady are probably the two physically strongest characters in their universe right now. Seriously, they beat down all four of the turtles, slash, alopex, old hob, and the entire lineup of the mighty mutanimals at the same time. That's without even noting that they took minigun bullets, electrocution by telephone poles, some serious hits from a non holding back splinter, a high powered taser to the neck, and a condemned building falling on them and they were still conscious. Hell, in their first superpowered appearance they took down all of the ghost boys, a massive hit squad of foot clan ninjas, and kurai and still had a casual conversation with multiple arrows, swords, knives, daggers, and shuriken sticking out of them (rocksteady even had an ax embedded in his arm). They should win based off of their crazy stats and solid teamwork.
Thinking about it, Shredder doesn't have too many really good showings. At least, not in the main series.
Best feat was probably fighting Krang to a draw, where he cut his legs out from under him and held him at sword point, while Krang also had him as gun point.
Splinter was already in bad shape when Shredder beat him.
Shredder did beat all four turtles in the gauntlet, which sounds impressive on paper.. But, every one of them landed attacks, including Mikey. Fact is, if they teamed up on him they probably could have won, instead of going at him one at a time (Like they defeated Krang.)
^ In TMNT #50, Shredder sonned all of the Turtles when they attacked him simultaneously. Yes, they each landed a few blows, but he beat them nonetheless. Immediately afterward he fought Splinter, and also had him beaten until he stopped to monologue/job(as all villains do.) He also had Krang beaten in TMNT #37.
Anyway, Bebop and Rocksteady are physical powerhouses with absolutely ridiculous damage-soak... They're just stupid as hell, is all. That said, I don't know if Shredder and Krang are even capable of producing enough damage to put them down... Even the rockets/explosives that Krang packs in his armor would likely be laughed at. I mean, they tanked Metalhead-Donnie's kamikaze detonation, ffs.
Not an exaggeration to put then on Cage's tier, on average (Excluding Bendis).
Bullets, rockets, lasers, and a building getting dumped on them couldn't really cause much damage. In fact, they had so high a damage threshhold, robot Donnies suicide explosion probably should have been bigger to damage them to the point where flesh and blood Donnie could finish them..
Hard to say. I mean, aside from pummeling the shit out of the Turtles and beating hordes of Foot Soldiers, they can also obliterate stone walls/buildings with casual punches, toss cars around like baseballs, overturn the boxcars of a train just by slamming opponents into them, etc. They've also tanked numerous types of explosions, multi-story buildings collapsing on them, high-power lasers, high-voltage electrocution, etc.

They're pretty damned OP in current continuity. I would agree that pre-Bendis Luke Cage level is a pretty good comparison point.

Like you said Galan, there stupid. You even posted a scan of Karai outsmarting them. So i don't see Shredder, a man far more cunning and ruthless than Karai unable to do the same thing.
