They're stronger than Krang, so physically overpowering them is out.
They've tanked high-powered explosives and bullets, so Krang's weaponry is also out.
They've tanked shots to their 'weak points' from Splinter himself, and shit-stomped the Turtles effortlessly, so Shredder's MA is out.
Shredder's stabby-stabs are also out, as the duo have tanked far worse w/o so much as flinching.

Nah, he's one of the stronger Shredder's. Bebop and Rocksteady are basically toon forcers.
He did take down the turtles pretty easily. Leo usually beats him by himself.
And Splinter was struggling pretty hard. I still say Utrom Shredder is the apex version, but IDW isn't far off.
