It means he didn't care if he died or not. That's very much relevant. There's also this:

You're right that it is not a fact, but nowhere does it say anything about his capabilities. It just said he may or may not have done it, for whatever reason.
We have witnessed Palpatine using Force flight on a spearate occasion, and he teleports (IIRC) right after he died, so there's no reason to assume he couldn't have. And I don't think any reasonable person would argue Palpatine wouldn't be able to overpower Bader physically, comparing their feats.

That he's capable of doing those things in his own time doesn't mean that he can perform them at a moments notice or proficiently enough to use them in combat. It's evident that he didn't do them in RotJ, suggesting that these aren't abilities he can perform as easily as you suggested.

I just gave you a quote explaining why he didn't do it, and then further elucidated upon it in my post to Petrus, and still you ignore everything?
And yes, he has done both flight and teleportation in combat/instantaneously.
