1. I would argue that Palpatine is more technically skilled. Sure, he has immense force speed, but as Maul himself notes, Sheev never goes even a millimeter out of position with his lightsaber. He makes Darth Maul look like a child with a lightsaber. Not to mention Nick Gillard's comments on Sheev's lightsaber skills.
2. While you're probably correct on that second point, that's only because lightning gimps Vader hard.
