They kill. Here's how it works. Bullets kill. If someone can't prove they can resist bullets then they die to the bullets. If they have feats to suggest bullets bounce off then the evidence is there to back the claim. What evidence do you have that he can resist this spell ?

It isn't featless it does kill and more than just humans. If you feel Doomsday can resist the magical spell which in no way is similar to the nuke then back your claim.
