No, he was a base SSJ.

FP SSJ is what Goku and Gohan fought Perfect Cell in.

Yes he was. His fight against 17 proves this (who is above a full powered Super Saiyan). They were even, hell, Piccolo had a slight edge. The Androids treated Vegeta, a full powered Super Saiyan like fodder. Piccolo battle against Cell process this as well.

Kamiccolo was VASTLY inferior to a mastered SSJ(MSSJ), which is what cdtm was referring to. srsly

MSSJ >>> ASSJ >>> Semi-Perfect Cell >>> Imperfect Cell >>> Kamiccolo = #17 ~> #18 ~> n00b SSJ.

And again, as of the Boo saga:
Kid Trunks ~> Goten = Gohan. But even though Gohan was initially weaker than he was during the Cell saga, there's still no feasible way his MSSJ form would have been sub-Piccolo-level... Therefore Goten wouldn't be either. 🙂
