Plus, he can fool them all into seeing imaginary fleets, driving them from their defensive positions and inciting panic, and then land to drive them all to pieces, just like he did in TUF.

If Zakuul is a nexus, then surely that wouldn't extend to the Eternal Throne which seems to be so high up it's pretty much in orbit.

The Throne is a nexus because it's attached to a planet that is a nexus. A neutral nexus, but who's even paying attention to that.
