Anyhow serious answer: Even in canon only Sidious retains most of his feats and scaling so I'd say GM Luke.

Canon Sidious has a smaller gap to scale over canon Vader, who isn't as strong as his legends version. Plus no DE.

I give you DE, but RotS Sidious roflstomps Maul. And Ahsoka, who is a Maul level opponent, gives a good fight to Vader. So I disagree there.

Yeah, but that's canon Maul you're talking about. It doesn't translate to Legends.

Even in Canon, Maul was superior to a duo of a council level master and a knight, he ragdolled TCW Kenobi, and his older version is superior to Rebels Ahsoka, who gave Vader a fight. He also had Canon Windu tier TK feat.
