No, it's the opposite. His side hops were so fast that Sonic couldn't touch him; he was virtually intangible. The reason Sonic was knocked out was because the shockwaves from his speed slammed into him.

Called into question, not debunked. The argument is that Boros' line was translated as, "I will wipe out you and everything else on this planet". This could mean he's going to destroy the planet, or that he's simply going to scorch it's surface. Given that the scene's a parody of the Galick Gun scene in DBZ, I myself assume that it's the former.
