I think one good way to measure and compare character intelligence levels, as to review the following info-

1. List the 10 most powerful, intelligent, advanced beings, that each character has ever outsmarted, defeated through pure strategy, triumphed over, due to knowledge and planning, etc.
The "wins" should be executed on a primarily independent (solo) basis. A la, Thanos/Invetweener.

2. Make a comparison of the lists, to find which character had triumphed over more advanced entities. Also, look at the level of effort involved, if they have gone against any of the same characters and what were the outcomes, etc.

3. Next, could be a comparison of inventions, breakthroughs or technologies that r strictly associated with each character.
Compare.
