To be fair, the cop showing was when Logan was calm and the Agent Zero instance was him already in zerker mode (didn't that happen as he was breaking out of his tank post-adamantium surgery?).

Obvious difference in pain tolerance between either mode.

It's just the steady increase in power levels. The more popular you are the more powerful you become. Wolverine was KO'ed in the beginning of the first X-Men movie, then in the 2nd one a bullet puts him down.

He wasn't at 100% in the Zero instance, though - the bonding process was excruciating.

It can be argued that he went down in X2 because a bullet hit the already damaged area of his adamantium skull 😛

Funny thing, neither movie makers nor even comic writers analyze this stuff as much as we do.
