I believe RotS Yoda to be slightly superior as a combatant to RotS Palpatine, albeit only equal in Force power. As of DE, Yoda is definitely inferior by a clear gap in everything regarding the Force, and they should be close as duelists.
However, they are still so immensely close to each other, that anybody around Anakin calliber turns the table, given in lightsaber combat there's not much of a reason to put Palpatine above Yoda even by DE. Round 1 is a definitive win for team.
Round 2 is somewhat harder, Anakin can get eliminated, but not happening for a majority.
