Raskta was explicitly weak in the Force relative to other Jedi, meanwhile Lumiya seems to be pretty prominent; she was relatively well respected in the Empire, and then was knowledgeable enough in the Force for Caedus to accept her as a master.
This also comes down to how seriously you take her final performance against Luke.
Here's the quote:

He's basically seeing all the possibilities that could happen and Jacen kills Lumiya with TK in one of them - he literally ragdolls her into a wall so hard that her skulls shatters.
