Actually I believe according to the testimony of the WB guy, her role was decreased in the script due to lack of chemistry, not because of her off screen endeavors. Apparently the 2nd film was planned as more of a buddy comedy with Jason Mamoa and Patrick Wilson.

Taking to the stand to testify, Hamada said that the decision to alter Heard's role was not something the studio decided to do at the last minute. In fact, he said that DC Studios had been considering recasting Mera entirely for a number of weeks, because of the lack of chemistry between Heard and co-star Momoa.

“They did not have a lot of chemistry together," he explained.

Hamada added that Mera was never supposed to be a romantic co-lead like she was in the first movie. When asked if Heard's role had been reduced, Hamada said that "from the very early stages of development” Aquaman 2 was conceived as a “buddy comedy” between Aquaman and his half-brother, King Orm (Patrick Wilson).

and alot of the CG was great too to go along with the story, Unlike other films were its very thin on plot and has lots of CG.

In hindsight, am pretty appreciative of how someone like Aquaman whose usually seen or treated as an underdog ended up outselling most Batman films and the like with his first movie, regardless of how well the sequel ends up doing.

And no, Mera wasnt the reason most saw it before, even though you can still gush over Amber hotness. Even Nicole Kidman who was the mom in the film was still hot tbh. There always be other attractive women out there to cast regardless.
