Using any version of the Shadow other then the over powered Rapey Child Molesting Garth (I eat man penis) Ennis version.
Shadow achieves what he's after without to much trouble.
LOA don't even know what het them and never see him coming.
Even if all we use is the Version DC has used in Batman comics he out stealthed Batman. Fired a shot to take out a weapon unseen by Bats from a hidden vantage point. And saved Batmans @$$ several times without ever putting himself in danger.
There are other better versions like the one who soloed Green Hornet and Kato casually.

How does Shadow beat someone who can control the density of his body? During that said arc, Ra's was drawing power from the pits themselves and was way beyond a street levler.

Guys like Rictus can control his own density and others. He no longer feels exhaustion. He's one of the most powerful members of the League.
Cheshire is another. She casually tooled Roy Harper, Starfire, and Green Arrow the first time they met. She can teleport and turn intangible. She's hard to hit.
