Psionic energy is a form of energy, but just because someone can manipulate energy does not mean they can necessarily manipulate any and all kinds of energy out there.
I'd either want proof of this person manipulating psionic energies or...perhaps just if the guy had so many feats of being capable of manipulating so many various exotic forms of energy..then yes I could perhaps see saying psionic energy would be fair game.
On top of that yes scale also matters. Plutonian was warping reality with his mind.
