Atom's a case is such where you have a character that by logic should be herald level powerful - but instead you get a pansy ass - cos most writers only use him in their stories cos he's just there and they probably don't really have any knowledge of how his powers work - I've only seen him really shine in Injustice - but then - Wonder Woman slashed his throat - and he had to explode - .::

Nathaniel actually does have some VERY impressive feats -- especially in his first solo series under DC, as well as Armageddon... But he does have quite a few low-end showings as well.
We did, however, see what Atom is capable of at full potential when he assumed the mantle of Monarch. Remember, the suit did not amp his Quantum powers -- it just contained them.
This was first mentioned when his armor was originally fashioned by the scientists/engineers of Bludhaven:

*IOW, everything he did during Countdown was all accomplished under his own power.
Heck, Nathaniel was preforming uber feats when he was originally Monarch as well(back in Extreme Justice.) The guy is an absolute BEAST when he wants to be.

The premise of that series was all about the Void shard making Atom's energies unstable, and his imminent detonation threatening to destroy the universe. At the end of the story Void finally removed that imperfection from Atom, which made him stable again. However, it wasn't stated that the Void shard made Atom more powerful(that I can recall), just that it started a chain reaction within him -- it essentially turned him into a universal bomb... A fact mentioned multiple times:

However, we know that causing universal destruction when he detonates is part of Atom's 'standard' powerset, because that is exactly what happened when he detonated in Countdown... So unless you have a scan explicitly stating such, I just can't follow the logic that he was 'amped', per se.
Only if you assume he didn't expend that power during the war he waged against the Monitors(and Prime) during Countdown itself... Not to mention the energy that Lord Havok was secretly siphoning from him little by little.
Also, even when Captain Atom thought he'd been cured in Armageddon, he was still confident that his death(at the hands of the Authority) would destroy the Wildstorm universe. Aside from that, his universal power(that of the Quantum Field) has been mentioned quite a few times in CA's history.

Monarch expended quite a bit of power from the time he absorbed the alternate CAs, to the time he detonated. He also had Lord Havok secretly absorbing power from him little by little the entire time. That said, him still being amped after his confrontation with Prime is questionable, at best... Especially since it was never stated that he was amped in the first place. /shrug
Same coin, his powers also weren't stated to have been amped in Armageddon -- just destabilized. /shrug x2
