Luke was matching a factually more skilled Vader than the one that Galen fought (and seemingly failed to equal). With respect to instinctive ability, there's no comparison here. Galen's the more experienced, though, and switching to something like Juyo could well throw Luke off.

In TFU, Marek beat Vader soundly, to the point he was still able to put up another round against Sidious, and hold his own without Oneness for a time.

While Vader was more skilled I don't no where you're getting the idea that Galen failed to match him.

Unless I'm mistaken, the implication behind the quotes about Vader holding back relate to his superiority over Starkiller, who factually shares Galen's aptitude for combat.
