So? Kenobi by TPM was one of the best Jedi in the Order and was roughly equal to one of the best duelist the Order has ever seen.

Add 13 years of improvement to that, 3 of which was the Clone Wars, and he beats the Shitlander 👆

The Outlander appears to be force heavy without any mention of his saber skills so no, he can't. In a force battle, he'd destroy ROTS Vader.
