Absolute Darkness means 0 light. That means Kahn is completely blind which is a disadvantage.
But even with complete light then this is still a spite thread. Why? Because Sid could just lift Kahn in the air and do whatever he wants to him.

Into Darkness (hah!), Khan and the Chancellor find themselves one hundred yards away from each other. That's about a football field's distance, I think.
Palpatine is a very bombastic individual. I don't think it's stretch to imagine him goading his opponent, taunting them in dark. It could give Khan opportunity to not only pinpoint the Chancellor, but close the distance to subdue him.

Well, given it is a hand-to-hand match, it becomes a comparison of Palpatine's skill to Khan's. The Chancellor's skill with a lightsaber is certainly nothing to sneeze at, and any martial art demands a discipline in physical form that stands to reason he isn't just going to swing wildly. Are there any examples of this skill in canon or Legends material?
We know that Khan might have comparable skill in close quarters, and he is stronger than an average human, I think comparable to Vulcans in terms of strength and speed if I recall. That would make his blows devastating.

Oh hey Squall. Seen you around other debate areas. I hardly think name calling is in order for a bit of amusing discussion.
Palpatine's saber training makes little difference except as an extension of his martial skill in unarmed combat in the scenario set by the OP.
Force grabs and lightning could be a significant threat, granted, but for the most part both are fairly clearly shown as targeted abilities. In the pitch black area of this matchup, Palpatine would first have to pinpoint Khan's location. Possible? There's an argument for it, but it wouldn't be as easy as just "spot and zap".
Precognition is definitely one of the chancellor's best defensive options. It could certainly let him avoid Khan's initial advance, I think, but once closed in like that, would he have enough strength to overpower the enhanced soldier? Khan is no slouch with his own reactions.
