If Valkorion can devastate entire planets whenever he pleases as you claim, he should have no trouble destroying the Outlander and anyone that opposes him. It doesn't make any sense.
Star Wars, on the whole, is a compilation of inconsistent portrayals of characters, machines and even events. Look no further than the example of Anakin Skywalker. In one fight, he defeats Count Dooku. In another, he looses to Obi-Wan Kenobi.
Christopher Cerasi got it right:
"The further one branches away from the movies, the more interpretation and speculation come into play. LucasBooks works diligently to keep the continuing Star Wars expanded universe cohesive and uniform, but stylistically, there is always room for variation. Not all artists draw Luke Skywalker the same way. Not all writers define the character in the same fashion. The particular attributes of individual media also come into play. A comic book interpretation of an event will likely have less dialogue or different pacing than a novel version. A video game has to take an interactive approach that favors gameplay. So too must card and roleplaying games ascribe certain characteristics to characters and events in order to make them playable."
In one fight, Luke Skywalker defeats UnuThul. In another, he looses to Lumiya.

Valkorion's devastation of Ziost makes it clear that his powers are extreme (per Jedi standards) and he can eliminate any Jedi and/or Sith [1 on 1]. Even the entire Order under the right circumstances. However, we see him entertaining Lightsaber blows or a single opponent in another instance.
These fluctuations are the product of storytelling, specially when a panel of decision-makers are involved. There is not much story to tell if Valkorion moves from world to world, devastating them one by one. In a span of years, he would solo the entire galaxy. Technically or capability wise, he can do that. However, some authors won't find any charm in this or might be uncomfortable with going that far.

Jedi absolutely obliterate Valkorion.
Yes, a Voice won't stand a chance against such odds. Even if he kills hundreds, they will eventually get to him. The numbers are simply too much.
However, Valkorion is more than that. In his disembodied form, he can pull a Ziost on them without any issue. He killed billions on Ziost alone. He is like Darth Nihilus in this matter.

Nah: he force pushes one off the bridge and takes his pike, kills another by throwing the pike at him, then force pushes another off the bridge. Then dies. 🙂
True, rewatching the footage, only one of the Knights he threw the pike at died. But c'mon, we all know those other two that got hit were dead meat if not for the Slayer of Izax. 🙂

Agreed, but if every single guard there attacked him at once, like in this thread, The Dragon of Zakuul wouldn't have been necessary for Marr's death. 🙂
