I always saw the implication being that Vader AND Luke could kill the Emperor... Vader says afterwards that they both can rule the universe as father and son so he wasnt intending to have Luke fight the Emperor on his own ever I think.
Then again the Emperor does flat out say to Vader that "he could destroy us" in ESB so theres that to consider...
End of the day, potential doesnt mean shit... Look at Anakin, Gohan and many other characters that have had massive potential and never lived up to it, for all we know Luke could have just been sulking on that island after his NJO was wiped out and Ben Kenobi'd himself... I am hoping for the latter of course what with improved visual effects and all but the other side is always a possibility too...
