He claimed that people don't like been freed, and they mistake liberators for conquerors. In the West eyes, Sadam was the Conqueror, but in the Middle Eastern eyes, were the Conquerors.
He went on to say, that the only only one that can make you free, and it is yourself.
Now as for you're answer. In the schemes of things, yes, IED death would drop significantly, but in the big picture, the problem would still stay the same.
Islam as a whole is the problem, we would still have tribes killing each other, gays would still be hung, women would still be stone to Death and raped.
In the end, the Middle East would still stay as backward as it is, unless the people themselves desires the change. Imagine if the whole of Muslims decided to ban together and wipe out ISIS, or the Taliban, they could have done in less than a year.
The big cancer is, the moderate Muslims still follow the Koran, and feels sympathies for the radicals. Until that changes, the Middle East will never change.
