Lots of schools have a policy where *everyone* involved in a fight gets punished. It's meant to discourage fighting. So yeah, a dude can come up and f*ck with you and hit you and if you hit back you will both get suspended, just to give one example.
It doesn't change the fact this was instigated due to this kids views on Trump. He was targeted specifically for that.
