Nah that was a general statement about laser cannons or well the strongest of laser cannons. What it says about FO SDs saying the turbolasers are just powerful enough to reduce planet surfaces to slag.
I'm sure the general statement is referring to more the SK base, since it is a laser based weapon.
So I while I was looking around for the lead designer of Jedi Outcast/Academy, I ran across the dev diaries for the series and found this quote:
As we fleshed the idea out, we discovered two problems. The first was that Kyle ended Jedi Outcast as a pretty powerful Jedi.
