Not seeing how. He's fought Maul before and has access to Soresu. That's a pretty big advantage over Qui-Gon - he's definitely lasting longer.
If Obi-Wan was already a near-equal to Qui-Gon in TPM, it doesn't make much sense that he wouldn't have surpassed him in AotC, given that he's at such a young age that he wouldn't be hitting random stumps or diminishing returns, and we know Obi-Wan's potential exceeds Qui-Gon's. And as much as the Clone Wars is a period of accelerated growth, it doesn't make much sense for Obi-Wan to have grown much more in 3 years than in 10.
That, and he had an arguably better performance against Dooku than Qui-Gon did against Maul, taking into account Dooku's encyclopedic form knowledge on Obi-Wan's Ataru, that Obi-Wan was fatigued (at least for the junior novel's interpretation) and the fact that Tyranus is a better swordsman than Maul.

Yeah, that's the problem with the comparison I was hinting at earlier, although it seems to be contradicted by some sources. And it's probably made up for Obi-Wan's exhaustion, at least in the junior novel.In any case, Jinn's performance against Maul on Tatooine doesn't set a very high benchmark.
