Don't put words in my mouth. I was addressing specific characters that display abilities no human, peak or otherwise, can replicate. I am well aware of what the difference is. You're basically just ignoring canonical fact, such as what the Russos (the directors of CA:CW) confirmed about Black Panther, to suit your argument. Things like moving faster than the eye can see is not "near" superhuman, it is straight-up superspeed.
But hey, if you want to play it that way, my pick is the entire rest of the Fraternity from Wanted, including Cross and Mr X.

I find the "tech limited by their resources" vague as hell. Otherwise, I could say that pre-meta Cisco Ramon can solo, given a year to prep. He has access to all of StarLabs' resources, and he can build pretty much anything in the space of a few hours (he once built an alchemy gun in one afternoon, and mostly from stuff that was at his brother's house, IIRC). If he had a year, he could probably build something none of these guys would have a snowball's chance in hell of stopping.
