The source precisely makes reference to their Force strength. Not some ambiguous accolades. It could mean that the Sidious myth(had begun) to lose its greatness. Sadly, there will be no new stories except the SWTOR games.

Which could be debated. And it refers to general dark side knowledge. Not Force-sensitivity(Force strength)

It's not really debatable when we know for a fact that they lost a great deal of their knowledge several times throughout the Order's history ( most notably the Gravid incident ) yet were still confirmed to have become more powerful with each generation.

So, when Malak fought Revan on the Star Forge; he was actually with lower Force reserves(given that the Star Forge feeds on its wielder's dark side connections)
Malak was actively sacrificing his reserves of dark side energy to power-up the Star Forge and creating droids.
So, Malak was not even at full power on the Star Forge when he lost to Revan. And he didn't amplify himself by leeching those Jedi's life-force off of their bodies. He was simply using Force drain to heal himself.

Then why was Bastila claiming to be so much more powerful while on the Star Forge? And was able to keep regenerating her health and stating that the Star Forge was feeding her power?

1. Because she was a crazed babe 'cause of the Star Forge's influence.
2. Because it was healing her. She meant as 'more powerful' to the Star Forge healing her. Even the Rakata Terminal affirms that. That's why the Rakata went mad.
Even Darth Revan never used the Star Forge at 'maximum potential' and left it alone. He didn't want to end like Darth Malak.
