This was actually my first pick for this thread.
Governor sure deserved it, but damn. Most shocking TWD issue to date, imho.
I recall a scene with Wilson Fisk having a incident in jail, and then having the wife of the assailent raped, to make the guy escape prison, to kill him and ensuring it's all videotapped to release to the underworld.
There is also a torture scene in LEX, a French comic that is pretty disturbing, I'll see if I can locate it.
