Read the novel. Maul was a match for both Qui-Gon and Obi-Wan combined.
And 1 v 1 on Tatooine (in an open space), Qui-Gon wasn't fairing well at all, as seen by the way he dropped on the ship completely exhausted.

Urm perhaps because even then Grievous never once got the better of Fisto except when he chucked a clone trooper at him.
There was nothing cirumstantial about the second fight.
Given Gillard never named TCW Kenobi as a level 8, but he did name ROTS Kenobi as an 8 (who beat Grievous pretty solidly), and ROTS Fisto as a 7, there's no reason at all to put Grievous at an 8. Not in ROTS and TCW series at least. He may be an 8 in other mediums though where he's fought much better, but it's speculation.
In any case given you love Filoni's comments and take them as pure canon, you have to accept Grievous is inconsistent and can't be straight up placed on a 7 or an 8.

My rating of tcw kenobi is based on his performances(saber wise) vs tcw maul who himself has been confirmed to be more skilled and physiclaly superior to his tpm counterpart who was an 8
