It depends on your interpretation of Legion's final feat in x-men legacy (before that showing, his best feats were strictly universal in scale). Legion erases himself supposedly re-creating the entire multiverse instantly, but the scene is ambiguous and could be simply interpreted as Legion erasing his influence from the multiverse. If we take that as a genuine multiversal feat, then sure.

ej had some pretty crazy feats. i wouldn't be shocked if he simply pulled the personalities out of legion. at the least, you'd think he could simply turn off his x-gene. that's a weakness all mutants have, regardless of how powerful they are. /shrug
