Not all. Many omega mutants have ascended beyond their physical form. Bobby can exist as a pure consciousness and reform out of any system of water. Shadow King and Malice exist purely as psychic entities. Any completely elemental mutant has lost his/her organic structure along with its genes. And so on. Heck, Legion himself has had his body destroyed (by Iceman) but his mind survived and restored his body.
i don't know about that. maybe you're right about mutants who have completely transcended their physical bodies--maybe. cable has existed on the astral plane as nothing more than psi energy, but in his most powerful form he was shut down easily. i don't see any reason why the same wouldn't be true of legion or any mutant if they were in their physical form. certainly bobby could have his gene turned off were he in his human form. maybe even in his ice form, but who knows how comics would view that.
