He was. But also everything he did was trying to make the world better by cutting out the fat. In fact in the future it's revealed the master gives everyone in Canada super powers and leads them to be the most sophisticated and technology advanced nation in the works. He's actually a very deep character

Even during infinity war master was fighting against magnus to save the earth. Alpha flight actually stopped his plan as he would have sacrificed a city to save the planet. He wants to rule. But also wants to ensure mankind survives and grows stronger

Cage following him makes more sense knowing some of his back story. Especially to turn on Danny, with all they're been through together.

So even heroes don't place him in the same category as Doom? Or even Ra's Al Ghul (After all, both have noble aims..)

Here the Master admits he deeply studied Cage before first meeting...

Here he mentions he contacted Cage out of his respect for his father

It was only when Master was going to kill the Heroes of Hire outside of his citidal did Cage react. He says he was fooling Master later on his death bed (electricity and gas exposure), but Master wouldn't even come close to succeeding without Cage. He was secretly feeding Master intel and helped kidnap the doctor and fought the Heroes for Hire so the Master could escape with him which he needed to make the virus. Cage could have ended it LONG before it got to that point just by not letting the Master kidnap the doctor or feeding him the intel. Master had a second mole in the team, but didn't know about that later.

Most heroes don't know about him. He works behind the scenes. Heroes who do know him call him a villain due to his tactics but he isn't out to just kill or quest for money. In Avengers and Heroes he admits he plans on fighting the planets villains more then the heroes.

Another example, in Avengers Kang knew he would have to fight the Master when he took over north america. Kang literally defeated all the heroes and were all under his control...unti the the Master activates barrier walls around every major city in North America in attempt to protect them from Kang’s onslaught.

Doesn't save everyone as again he feels the population needs to be culled so protected main population hubs

Kind of seems like a kinder, genter Vril Dox in a way.

Just as cunning, good tech, and plays sides while sticking to his own agends, but with a better bedside manner.

Also has some of the best pain tolerance in comics...

Alpha Flight #96 (Vol.1):
Out of everyone in the marvel universe, the Master properly has experienced the most pain out of everyone. Here he outlines the tortures he underwent for 40,000 years as well as the pain his new body was undergoing transforming.

His bones were ground to paste—one bone at a time, one millimeter at a time over the course of months. His blood was intermingled with a variety of liquids to see the effects it would have on his circulatory system, such as tar. His eyelids were turned inside out, his eyes popped out of his sockets like escargots. His tongue was subjected to taste impressions across the analytical spectrum. His skin was pulled off and stretched out, sewn back on, cauterized, liquefied and forced to bear the sensation of needles pricking at its surface, fire at its core. All but his brain was not studied and became incorporated being absorbed into the greater functions of the ship, becoming at first a tiny extension of the computer matrix. However, his will was strong, his sense of self indomitable, it took 30,000 but he purged himself of madness and took control of the ship. His brain came to control the unliving machines around it, and were able to command them to reconstruct his mortal form, but a perfect form this time.

What about his h2h skills?

As you said, the one that matched Danny was a clone of The Master. As Thanos proves, clones can be more or less then the original.

Is he known for h2h mastery in any other encounters?

Either way, I think it's safe to say I should refrain from voting before learning a lot more about the character. As good as Ostrander can be, he didn't do a very good job of establishing Master as more then a "villan of the week" he pulled out of nowhere to finish out his series.

I mean, if I didn't already know who The Cat is, I probably wouldn't be as impressed with his two match's with Danny either, but I actually read through all of Master of Kung Fu and a good chunk of his other showings (To be fair, Ostrander's run was clearly aimed at fans, and paid a LOT of service to overlooked characters. Iron Fist himself was criminally underused in the 1990's..)

Here the Master swats away Sinew that was thrown at him by Sasquatch, then he easily dodges his attacks and breaks Walter’s arm in one move and then humbles the very skilled fighter Wild Child (then Wildheart)

Speaking of Wild Heart/Wild Child three issues earlier he actually went toe to toe with a bloodlusted Wolverine. Yet master was swatting him away.

Avengers #48 (Vol.3):
Here the Master takes on Ms.Marvel one on one and even though she has superhuman speed, reflexes, durability, etc. and is a skilled hand to hand fighter as well was no match. He was toying with her cutting her up and she didn’t break through his guard ONCE. She eventually had to blow out the floor to stand a chance

In that arc Kang cared more about the Master than about Wakanda and Black Panther. Later on we see T'challa handcuffed in one of the concentration camps Kang set when he conquered Earth.
