It's not really an impressive feat since 80% of the street level characters do it at least once. If we're talking about a fairly realistic setting (like TWD for example), then it's an insanely impressive feat, but if we're talking about a world with comic book physics (like Marvel or DC) then it's just kind of "meh, what else can you do?"

The above was kinda played for (morbid) laughs, but it showed that even in comics, it takes more than being physically fit/having a gimmick to be a hero.
Bullet time for street levelers is an average ability, one thats needed, really.

Anyway, it's common sense that anyone that can see a bullet in the air and react can also do so much, but far easier, to a moving fist or foot.

I'd say it is valid to determine say combat speed and in a way reaction speed. Though I don't think all characters necessarily take to it quite well. If a low grade character does it it's not like they always run around doing that. Neither do all heralds, trans, skyfathers etc etc.
