Depends on the character and when it comes to combat speed it depends on exactly how they bullet time. For instance Superman has a feat of being shot at with a machine gun and he snatches each individual bullet out of the air with his hand.

If you can move your arm fast enough to do that, then yeah that equates to combat speed IMO.
