Depends on the Franchise contract he has with corporate. He may not be able to charge above a certain price or a certain margin and still maintain his contract with corp. There are regionalization schedules, of course. Or is it localization? I forget. But he will get certain...intervals he can work with.
If he thinks he can pay $18 an hour to his staff, minimum, he can if and only if it is an extremely busy store and he has hefty margins on his menu.
