I think this goes beyond just schemes to have parents shell out more and more money for uniforms(my parents dealt with the same when I was in school). It's weird to tell boys they can't wear shorts and the only options in the heat are pants or skirts. If they wanted to be gender neutral, but appear sane they would have just said boys and girls need to wear shorts.
