If the fence wasn't there, she wouldn't have died.

It's all a massive web of karmic cause and karmic effect.

The fence has been there for a while and she survived just fine. It was her decision to climb over it that cost her her life.

Yes, it is entirely her fault she killed herself and her baby. Karma isn't necessarily an active or conscious thing. It's agnostic to morality: it just is.

Clearly karma has a soft spot though. It could have made her fall and die on the Mexican side, but she and her baby got to die in the USA.
