Neo would win in a battleground that is huge, like a whole city. If it was in the Tea-house again, it would be an equal fight. They would pull a Rocky-sort of scenario, both fall at the same time. Plus, Seraph isnt a human, hes a program designed a certain way, not quite like Neo. The Architect could probly control how good he actually is.

i dont think that the architect could control seraph. hes different to the other programs. like the oracle. if the architect could control seraph he also could control the oracle. an all other programs who fled the system.

and in the revolutions-preview, that runs after reloaded, he fights against some guy with morpheus and trinity. so i think hes good.
Good question. This far Seraph is the only program that we have seen being quite different from the rest in the Matrix, as much as he glows with an inner golden light when we first see him.
But since Neo is able to alter the programming code OF the Matrix, and therefore probably also the programs IN the Matrix, it would most likely be Neo.
I believe that seraph (being a program) is designed to meet and copy the other persons fighting skills. To equal them if you will. Otherwise he would destroy the two that fight him in Enter the Matrix. Neo however has no boundaries. Remember "There once was a man born inside that could change whatever he wanted" - Morpheus, The matrix 1999. Neo can change whatever he wants. He has to believe without a doubt that he can, however.
