Hm... we'll here's something. A seraph is a triwinged angel, one of the highest classes of angels in christian religion. So with the assumption that the Architect is the God figure, Seraph would be in the highest 'class' of program and therefore be one of the most powerful. Neo is an anomaly so it's very hard to classify him as anything else, seeing as an anomaly is a difference. But I suppose that they'd actually be equal - in the fight scene in the tea-house, Seraph mainly defends, and he only fights for a short while before deciding that Neo can see the Oracle. So I'm sure the lil' guy could really kick some uber arshes given the chance.
